The Congress of Vienna didn't want to weaken France but they also didn't want to make it to strong. They vowed to help each other in aid. They also restored kings and queens to their thrones to stabilize political relations among the nations. That is what the purpose of Balance of Power and Legitimacy.
For Europeans the Congress of Vienna was very successful. They did what they wanted to do to make the nations of Europe strong and stable once again.
